China Duty Free Group, one of the biggest state owned enterprise that is authorized to operate duty free business across china responded to a new law enacted by china central government for the creation of domestic downtown duty free operations.  The key cities of Beijing, Dalian, Qingdao, Xiamen were chosen to open this first outposts. 

Due to the tight schedule for implementation, a simple, straightforward and economical concept was conceived to meet the project requirements.
